Does that make sense? Water, like any other fluid, takes the path of least resistance. If all your water passages were equally uniform and sized, the water would take the path that causes the least turbulence and creates the greatest velocity. Some areas would actually cause reverse flow. All the unequal water flow would cause hot spots, or at least differentiation in the effective cooling. The holes in the gasket were made slightly smaller to implicitly disturb the flow of water so as to cause distribution of the water to the rest of the engine block and head. In some motors, especially large-blocks with larger water passages, some passages toward the front of the motor are completely blocked off to induce flow to the rear cylinders.
